LUCERNE, Switzerland: The first round of high-level negotiations between Iran and the United States, mediated by Pakistan and Qatar, concluded on Sunday at the Burgenstock Resort in Switzerland, with all parties agreeing to a 60-day roadmap aimed at reaching a final agreement.
According to a joint statement issued by the State of Qatar and the Islamic Republic of Pakistan, the talks were held under the framework of the Islamabad Memorandum of Understanding (MoU) and involved representatives from Iran, the United States, Pakistan, and Qatar.
The statement described the discussions as taking place in a “positive and constructive atmosphere,” noting that encouraging progress had been achieved, including the establishment of a mechanism for continued technical negotiations.
As part of the agreed framework, the parties decided to establish a High-Level Committee that will oversee the mediation process and provide political guidance.
Chief negotiators will report regularly to the committee, while specialized working groups will focus on issues related to Iran’s nuclear program, sanctions, implementation mechanisms, and dispute resolution.
The committee also approved a roadmap targeting a final agreement within 60 days, paving the way for the immediate continuation of technical discussions.

In a significant confidence-building measure, the parties agreed to establish a direct communication channel designed to prevent incidents and misunderstandings in the Strait of Hormuz and ensure the safe passage of commercial vessels through the strategic waterway.
The joint statement further announced the creation of a de-confliction cell involving the negotiating parties and Lebanon, facilitated by the mediators, to support adherence to the cessation of military operations in Lebanon in accordance with the MoU.
Technical negotiations are expected to continue throughout the week at the Burgenstock Resort.
Pakistan and Qatar reaffirmed their commitment to facilitating dialogue and expressed appreciation to both Iran and the United States for their continued engagement in diplomacy.
The mediators said they would continue working to maintain a constructive atmosphere and help the parties achieve a comprehensive final agreement.
The Lake Lucerne Summit is being viewed as a significant diplomatic effort aimed at reducing tensions and establishing a framework for broader regional stability.
