As Pakistan approaches the 80th anniversary of its independence, it is time to reflect honestly on what we have achieved, what we have lost, and what reforms are needed for the future. The proposal to create more provinces or administrative units should not be turned into a political issue. Instead, it should be evaluated objectively, based on facts, experience, and the lessons of the past eight decades. Every political party should approach this debate with a positive and constructive mindset, placing Pakistan’s national interest above political differences. Criticism, emotional reactions, and political point scoring will not lead to the right decisions. Only honest dialogue, evidence based thinking, and national consensus can help build a stronger, more prosperous, and better governed Pakistan.<\/p>\n\n\n\n

The recent statement by Pakistan’s Interior Minister, Mohsin Naqvi, supporting the creation of more provinces or administrative units has reopened an important national debate. Rather than treating this as a political issue, we should examine it with an open mind and ask one simple question. Can more provinces or administrative units help Pakistan become better governed, more developed, and more united?<\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

The answer depends on how such reforms are designed and implemented. If they are pursued through a transparent, constitutional, and consultative process based on national interest rather than political gain, they can become an important step towards improving governance and strengthening Pakistan’s federation.<\/p>\n\n\n\n

Pakistan has changed significantly since 1947. Its population has grown from approximately 32 million to more than 240 million people, yet the number of provinces has remained virtually unchanged. Large populations and vast geographical areas have made governance increasingly difficult. Many remote regions continue to struggle with inadequate access to quality education, healthcare, clean drinking water, modern infrastructure, employment opportunities, and efficient public services. These realities raise an important question, can the existing administrative structure adequately meet the needs of a rapidly growing nation?<\/p>\n\n\n\n

Smaller provinces or administrative units can bring government closer to the people. When decision makers are closer to local communities, they are better able to understand local challenges and respond more quickly. Citizens also find it easier to access government offices, public services, and their elected representatives. This strengthens accountability, improves public confidence, and creates a more responsive and efficient system of governance.<\/p>\n\n\n\n

Many parts of Pakistan have long complained of being neglected in terms of development. Creating new provinces can help ensure a fairer distribution of resources and promote more balanced regional development. Every region should have the opportunity to grow according to its own needs and potential. When people feel included in the country’s progress, national unity is strengthened.<\/p>\n\n\n\n

One of the strongest arguments for creating more provinces is that some of Pakistan’s existing provinces have become too large to govern effectively. Punjab has an enormous population, Balochistan covers a vast geographical area, while Sindh and Khyber Pakhtunkhwa also contain regions with distinct administrative, economic, and developmental needs. Managing such diverse and extensive areas from a single provincial capital often results in delays in decision making and uneven distribution of resources. Creating additional provinces or administrative units could bring government closer to the people, improve public service delivery, strengthen law and order, and ensure that development reaches areas that have remained neglected for decades.<\/p>\n\n\n\n

Some critics argue that creating more provinces would weaken Pakistan. However, this overlooks the lessons of our own history. Since independence, Pakistan has faced administrative challenges arising from rapid population growth, regional inequalities, and the concentration of decision-making authority. Rather than continuously modernising our administrative structure to meet changing realities, we have largely continued with the same provincial framework despite profound demographic and economic changes. The real threat to Pakistan’s unity is not administrative reform; it is inequality, poor governance, and the perception among many communities that they have been left behind.<\/p>\n\n\n\n

Several countries, including India and Indonesia, have reorganised their administrative structures over time to improve governance and respond to demographic and regional needs. While every country’s historical, political, and constitutional circumstances are different, these experiences demonstrate that administrative restructuring can be a normal part of institutional development and should not automatically be viewed as a threat to national unity.<\/p>\n\n\n\n

At the same time, creating more provinces is not a magic solution. New administrative units alone cannot eliminate corruption, improve governance, or solve economic problems. Success depends on strong institutions, transparent administration, empowered local governments, an independent judiciary, merit based appointments, and strict financial accountability. Administrative reform and institutional reform must therefore go hand in hand.<\/p>\n\n\n\n

\"\"<\/figure>\n\n\n\n

Equally important, the creation of new provinces should never be based on ethnic or narrow political considerations. It should be guided by objective criteria such as population, geographical size, administrative efficiency, economic viability, and the welfare of the people. Because the creation of new provinces requires constitutional amendments and broad political agreement, any reform must be pursued transparently, democratically, and with meaningful public consultation. The ultimate objective should be to strengthen Pakistan’s federation rather than create new divisions.<\/p>\n\n\n\n

Pakistan today faces many serious challenges, including economic difficulties, unemployment, security concerns, climate-related risks, and uneven regional development. These challenges require bold thinking and practical reforms. We should not reject new ideas simply because they are politically sensitive. Every proposal that has the potential to improve governance and bring relief to the people deserves serious, objective, and honest consideration.<\/p>\n\n\n\n

After nearly eight decades of independence, Pakistan must ask itself, should we continue with a system that is increasingly struggling to meet the needs of a rapidly growing population, or should we adopt reforms that prepare the country for the future? Creating more provinces and administrative units is not about dividing Pakistan. It is about bringing government closer to its people, ensuring equal opportunities for every region, and building a stronger and more effective federation.<\/p>\n\n\n\n

Pakistan has reached a stage where meaningful reforms can no longer be delayed. The country’s future depends on strengthening institutions, upholding the Constitution and the rule of law, ensuring transparency, and making governance more efficient and people-centred. Administrative reforms should be viewed as a national investment rather than a political concession.<\/p>\n\n\n\n

The real question is not whether Pakistan should preserve its current administrative structure indefinitely, but whether that structure continues to serve the needs of a nation of more than 240 million people. If carefully planned and implemented through constitutional and democratic means, administrative reform can strengthen governance, deepen national integration, promote balanced regional development, and help build a more prosperous, inclusive, resilient, and united Pakistan. History shows that nations progress not by preserving outdated administrative arrangements, but by adapting to changing realities while keeping the welfare of their people at the centre of public policy.<\/p>\n\n\n\n
