BEIJING: Chinese President Xi Jinping is set to host his \u201cold friend\u201d Vladimir Putin this week, less than a week after US President Donald Trump concluded a high-profile visit, as Beijing seeks to present itself as a stable and predictable global power amid trade tensions, ongoing wars and an energy crisis.<\/strong><\/p>\n\n\n\n

China and Russia have portrayed Putin\u2019s two-day visit \u2014 his 25th trip to China \u2014 as another sign of their \u201call-weather\u201d partnership, despite growing Western pressure on Beijing to persuade Moscow to end the war in Ukraine.<\/p>\n\n\n\n

Putin has said China and Russia continue to support each other\u2019s \u201ccore interests\u201d as Moscow seeks additional energy agreements with the world\u2019s second-largest economy while facing Western sanctions.<\/p>\n\n\n\n

Ian Storey, principal fellow at the ISEAS-Yusof Ishak Institute, said the Xi-Putin summit would signal to the world that the China-Russia strategic partnership remained central to the foreign policies of both countries and that any US attempt to divide them was unlikely to succeed.<\/p>\n\n\n\n

The visit comes shortly after Trump\u2019s recent trip, which generated positive diplomatic optics but produced few major commercial agreements. During the period, Xi described Sino-US relations as a partnership based on \u201cstrategic stability\u201d, contrasting it with the \u201cstrategic competition\u201d approach associated with former US President Joe Biden.<\/p>\n\n\n\n

By hosting foreign leaders, Beijing is attempting to strengthen its image as a pillar of global stability at a time when the United States continues to struggle with ending the war in Ukraine and managing tensions with Iran that have disrupted global energy supplies.<\/p>\n\n\n\n

During state visits, China also seeks to reassure Western trading partners, including the United States, about its rise as an economic and technological power while downplaying risks in bilateral ties.<\/p>\n\n\n\n

Following Trump\u2019s China trip, the White House stated that both sides had reached consensus on issues aimed at enhancing stability for global businesses and consumers.<\/p>\n\n\n\n

At the same time, China\u2019s close engagement with Russia reinforces Beijing\u2019s message that its foreign policy remains steady and is not shaped by pressure from Western countries.<\/p>\n\n\n\n

Storey said it was unrealistic to expect Xi to pressure Putin into ending the Ukraine war because China did not possess that level of influence over the Russian leader. He added that Beijing also understood that a Russian defeat in Ukraine could weaken Putin politically.<\/p>\n\n\n\n

According to Storey, China would therefore continue providing Russia with diplomatic support at the United Nations, economic assistance and dual-use technologies for Russia\u2019s armed forces.<\/p>\n\n\n\n

China, however, maintains that it has never supplied lethal weapons to either side in the Russia-Ukraine conflict and says it strictly regulates exports of dual-use items.<\/p>\n\n\n\n

Chinese Foreign Ministry spokesperson Guo Jiakun told a regular news briefing on Monday that the two leaders would exchange views on bilateral cooperation across all sectors as well as regional and international issues of mutual concern during the visit.<\/p>\n\n\n\n

A major topic expected to dominate discussions is the proposed Power of Siberia 2 gas pipeline. During Putin\u2019s previous visit in September 2025, Russia and China agreed to move ahead with the project, though pricing details remain unresolved.<\/p>\n\n\n\n

Energy supply concerns linked to tensions involving Iran may strengthen Russia\u2019s argument for the pipeline as a reliable long-term gas source. However, analysts believe Beijing will continue pursuing its broader diversification strategy by negotiating supply arrangements with both Turkmenistan and Russia.<\/p>\n\n\n\n

A Beijing-based industry expert said China could agree to a broad framework deal covering annual supply volumes, flexibility and seasonal arrangements while leaving pricing discussions unresolved for future negotiations.<\/p>\n\n\n\n

The expert added that pricing negotiations could take years to finalise.<\/p>\n\n\n\n

Back in 2014, Xi announced plans for a fourth pipeline connecting Turkmenistan\u2019s massive Galkynysh gas field to northwest China, but the project has still not been completed due to pricing disagreements and logistical complexities involving Uzbekistan, Kyrgyzstan and Tajikistan, through which the pipeline would pass.<\/p>\n\n\n\n

China also remains the largest purchaser of Russian oil, including both pipeline deliveries and sea-borne shipments.<\/p>\n\n\n\n

Despite Western sanctions on Russian oil exports, Chinese independent refiners continue to buy Russian crude, with most transactions settled in Chinese yuan. Chinese state-owned refiners have also resumed purchases after a temporary US sanctions waiver.<\/p>\n\n\n\n

In 2025, Russia additionally agreed to supply China with an extra 2.5 million metric tons of oil annually through Kazakhstan.<\/p>\n\n\n\n

Speaking on May 9, Vladimir Putin said both countries had reached a high level of consensus on taking a major step forward in oil and gas cooperation.<\/p>\n\n\n\n

He added that he would be pleased if the agreements could be finalised and concluded during the upcoming visit.<\/p>\n\n\n\n
